ATA 250 cranks slow when stator cover bolts tightened

Cranks over slow when all stator cover bolts are tightened down, if bolts on right side of stator cover are loosened it cranks fast. I'm wondering if the starter is getting in a bind, this happened after replacing the stator.not sure if a spacer/washer fell off starter gear/shaft or what happened. It was cranking over fast(normal) before disassembly to replace stator. Anyone have any thoughts on this? Thanks
