Problems with throttle

Good day!

I have got chinese cross bike (http://www.chinariders.net/modules.p...wtopic&t=12615).

The throttle and throttle cable is seems like broken:

The throttle cable, as you see, is not connected properly to throttle. Because of this, the throttle is not comes back in position when I release the throttle, the throttle is very "free".

I want to ask, what I should do to solve this problem? I see one way - to open the throttle box, and try to pull throttle cable?

I think the throttle cable is stuck in the housing. Go to the other end of the cable at the carburetor, and unscrew the top cap. Remove the cap, and you will see how the cap is connected to the slider.

Remove the cable from the throttle and lubricate between the cable and the housing, put everything back together and see if there is an improvement.

Thank you! I am planning to do complex repairing next month. I`m just making to-do list (painting, throttle, fuel tank), after the repairing I will try to make some kind of illustrated report.
