Your best bike to keep up with traffic and will be of the highest quality (as far as Chinese bikes go) is this one; it is a very good price, but will put you a few hundred bucks over your $2k budget: https://www.powersportsmax.com/produ...ducts_id/21890

Otherwise, look through this list from the same dealer; they include both dirt and street bikes, including several versions of the vader. There is a full-size bike that looks like a Ninja but is listed at 125cc. That bike is made by the same company that puts out the Vader, so you might want to consider it for your size. Otherwise, as Wheelbender noted, one of the 150cc scooters might suit you. The good thing about the GLV's (Grom Like Vehicles) and the scooters and the full-size Ninja-like 125cc is the prices are well under your budget of $2k. You will have change, but you will have to keep on them for maintenance. On the other hand, the Lifan KPR200 will be high quality with less to maintain. You do have the advantage of the brain power of Chinariders' members to sort out maintenance or repairs as far as the lower priced bikes go, but not so much for the Lifan as that is meant to be sold through Lifan dealers like any mainstream brands and not meant to be a mail-order bike.

Here is the list from one retailer that has a California-legal section: https://www.powersportsmax.com/index.php/cPath/169

Here is another retailer and their California legal scooter section. I would suggest to look into the BMS branded 150cc scooters; they are known as being decent quality (taking the Chinese origins into account):

Depends on where you ride, too. Scooters are great for commutes where you have to stop for traffic lights, over and over. I think the KP200 is definitely a better choice for uncongested roads.

The Boom Vader and Lil Duc as well as the Taotao Hellcat are both California legal.
