It had a centrifugal clutch but no governor. There were two versions of the 5HP B&S engine. One was your typical 5hp engine with a governor that was used on lawn equipment (Gold engine) and then there was a version that was designed for high speed pumps with no governor and an aluminum flywheel. (White engine)
