Cheap AND functional. Not always easy to make work.

I have a couple TWs with racks of 1/2-inch electrical conduit. $10 will get 30 feet. Hand bender ran about $30.

The bottoms of the side racks are hinged to fold up inside the verticals when empty and when extended hold canoe bags. Canoe bags are relatively cheap, tough, waterproof, and have comfortable handles for lugging inside. A few bungies attach on rack securely. Shop carefully--some bags are junk, good ones last and stay waterproof through anything short of 70mph crash on pavement. When that happens the last thing on your mind will be the dirty undies inside.

A couple plastic tool boxes bolt to racks and lock securely, canoe bags then go on top. I use a Rubbermaid Roughneck plastic storage bin for a top box. Takes locks on the lid. Other brands and metal boxes will also work.
