More pulling power (grunt) at low rpm will require a cam grind suited for that, likely at a sacrifice of high rpm power.

A modest gain in low rpm output can be gained by advancing the stock cam a few degrees, if you're willing to do the modifications.

As Peter and Ben said, flow improvements either upstream or downstream don't impact lower speeds.
