The fuel tank appears to be higher than the carb location...
I would try a fuel pump by pass and go from tank to carb direct and see if gravity feed is enough...maybe it is maybe it isnt.
Can't see any harm in trying.
Not sure if the fuel shut off is also electronically controlled, but you could just try pulling the fuse for the pump and seeing if fuel is still flowing through the factory lines...
From what is described the pump is used to get supply passed the 1st into the second carb.
a Y spit in the fuel line supplying fuel in parallel rather than in series might achieve the same outcome...
