This, or they browse forums and find tuned up monsters and use their tops speed claims...
Seen a lot of "80+ miles per hour, depending on riders weight" claims show up on the 200cc and 229cc China Bikes, but only after a few of us on this site started slapping on the 17/39 combo on our tuned up bikes
used to be in the "55 - 65mph" range on those websites
