I talked to the local DMV and they said that as long as the MCO is not filled out, I could just fill it out in my name, pay the taxes on the bike/have a receipt, and that's pretty much it. The kid said that he never filled out the MCO so I'm hoping everything will go smoothly. I'm still waiting for the seller to make themselves available, but it's taking a little longer than I'd like. Oh well... It sucks because the amount of money he's willing to sell it to me for is absolutely criminal, and I can't pass that up. It's just a waiting game at the moment.

The buyers contract or printed sales receipt may be sufficient for the original owner, but you need to find out if the original owner has that sales receipt.
