Pilot jet should be the VM28/486 style. If these are the jets you ordered and it stopped halfway in then either the jet threads or the threads in the carb body are cut slightly wrong or damaged/blocked.
It's unusual for somebody to have that problem with the pilot jet threading. you are the first person I know of in fact.
As far as the float height. A real VM26 float level is 21mm, but if that translates to these carbs is a different question. I had the best luck with simply setting the float seams level with the bowl flange surface with the carb inverted. When I checked my fuel level with the bowl in the same method you used, it was level with the lower part of the bowl flange, or a few mm below the bowl gasket.
