As a follow up, I used a tag notary, and it was very smooth.

I couldn't get a vin tracing on the bike for all my efforts, so the guy said he'd be okay with a clear photo, which I had already got for reference.

I think this is a good example of private enterprise wanting to get it done, whereas I'm sure the DMV would have been a lot more obstructive. The guy said "your paperwork is in order. That's good enough for me."
