Ijust got my zong registered in PA,your certificate of origin must be on that fancy paper with correct matching # , then you must get a form for vin# verification and take it to the state police or a licenced PA inspection mechanic and get them to verify and sign it.It doesn't hurt that zongshen is in the national database of approved vendors that has provided the feds with the correct vin decoder for their models.
