Not a bad idea anyway....and a safety course to boot! I don't quite understand the hang up on the license issue . Same issue in Maine people don't want to get it. 2 Day course in Maine and you get your license. Or 1 day course and you get your permit which allows you to ride anywhere but on interstate, with passengers, or after dark. Then take road test when ready. Not picking on you or the wife Frostbite but it's as easy to get hurt on a Scoot as it is on a motorcycle. There's no shame in safety....to many don't take scooters seriously. In my opinion they actually require more skill than a small motorcycle cause of the small wheels. Much more susceptible to loose gravel/oil and pothole spills. Sorry didn't mean to preach!
