The position that all performance parts are being used to race on the street is a bit....ummmm, well....loony.
SCCA requires that all cars have a log book and everything you do to it documented and the inspections prior to every race and such.
I don't know what scca is, but the track here has street legals where people can take their road legal cars and drag them... That would be a prime candidate for performance parts, that would still drive on the street...
