Both bikes are labeled as off-highway use. Both bikes have all the same equipment. I was able to get my son's bike to 55 with me on it, so it shouldn't be categorized as low speed. Do you have a local Notary/tag shop near you. We have them here and makes it so much easier than going to the actual DMV. The Notary/Tag shop well take there time and put some effort into getting you registered and tagged because that's how they make there money. I've never had ant issues getting plated with them. The DMV is a total pain. I rather pay the extra fee the shop charges and be in and out in 15-20 minutes.
