First my name is not Dick, Its Jay, as for the welding your partially correct except these tanks have double casing, in order for a weld or brazing to hold they would have to weld it from the inside and outside, the tank was already de gassed. I suspect your right about the Ethanol, it is possibly the reason the chinese weld broke down!
