Or more than likely they just grabbed wiring loom from supplier A. Switch Gear from Supplier F, and tossed it in a box without ever really checking or caring that it went together the right way. In the Case of a proper Honda, the Hawk, and probably most of the other Hawk like bikes, the wiring matches up in color and plug one end to the other, switch gear and all.
