- The inner allen bolts are there to secure the starter sprag to the flywheel. No need to remove them as you found out.
- The 4 pronged castle nut you mention is found on Honda bike engines from the dawn of time until today. More than likely a 20 or 24mm in this case, which is why there are so many of these tools on the market.
