If Kansas registered one, then it is definitely 49 state legal. Unlike us Nebraskans to the north who can get away with registering a Hawk, the folks down in Kansas have a much harder time doing so.
That being said, Kansas still doesn't really follow a lot of the requirements that Colorado does, so the absent stickers not being a problem is also not surprising.
