Yeah landline carriers can be dicks about it, they follow the area code plant. If you really want it on a "landline" all the cell carriers sell a cellular device that has an rj11 phone jack on it and you can use an existing landline phone. They are normally pretty reasonably priced. If you don't get a ton of spam calls moving it to a cell phone isn't bad. Just watch out, they might try to force her line into a contract.
