They are competing with the retailer who sell Italika. I forget the name of the department store that sells Italika bikes, but that is my guess as to why Wal Mart has gotten into the retail cheap bike market in Mexico.

I have seen Italika bikes with Arizona plates in Yuma, AZ, so there must be a way to get them registered in the U.S.
