Your order is correct, although usually there is a small metal washer between the O-ring and the spring to prevent the spring from catching and binding up the O-ring when you turn the screw.
I agree with fixing the carb insulator/boot/intake before any further trouble shooting. That said, yes a leaking idle mixture screw could potentially cause a running issue. More importantly, a safety issue lol.
