Off came the heat shield. I'll put some washers behind it to shim it. In the meantime, since that's eliminated, I need to chase another noise. Sounds almost like a speedo cable whir but there isn't one. Hmmmmm........
I know the chain make noise but this is up front...

The whirring noise might still be the chain. I heard a noise like that for a while before I figured out it was the chain, but it sure sounded like it was the front wheel.
Sitting on the bike, reach down with a wrench or tool and see how much slack you have in the chain. If it feels tight, add a little more slack and see if the noise goes away.
