Chip will work good. Especially for using any number of programs (especially QT) already in existence for data logging etc. You can use VNC right from your phone so you don't have to worry about a display.
If you wanted something just to preform simple functions like you mentioned above you might consider one of the boards from particle formally known as spark. As you can push code remotely and have the option of cheap cellular data their MVNO coupled with gps (Hello Lojack). They also have an app for it that is very good. It's a very integrated solution being used to build a lot of things and uses very little power. There is also the ESP8266 / nodemcu that may be more at home with a China built bike. There is a good amount of development going on with it and it has web IDE as well. I've seen ESP8266 chips on breadboards go for around $1.
