Unless the OCS setup is there for catching unburnt stuff that they maybe don't want on an intake sensor for the EFI, I can't see why it's even there. Maybe a EPA or CARB hoop to jump through? Like you, mine started to leak a little and stay empty after I dumped it the first time.
Here's an example of my "2 inch OCS" on Q. As you can see, it's a complex design. No problems so far!
