Honda never made a CG250, only 125 and 150, and those were workhorse engines not designed to make a lot of power. There is only so much you can do with a pushrod engine with a single lobe cam.
The counterbalanced engine is essentially the same as the non counterbalanced engine. Most parts are interchangeable within the same manufacturer but not necessarily between manufacturers.
