Yes, you need the 1-1/8" handlebar risers.
I shortened the bars on my Tusk D-Flex hand guards. With the Tusk Handlebar Risers installed, I have clearance with the power outlets.
However, I don't know if placing spacers on the ends of the handlebars will provide enough clearance with the power outlets.
