I got the new bulbs in and installed them. The scooter now has working headlights. When I installed the horn bracket (previous pictures), it appeared to have the voltage regulator on it as well. Although the lights are ran off ac voltage, I have read that not having the voltage regulator (dc) hooked up makes the whole electrical system do funny things. I am assuming and hoping that not having the regular hooked up caused the headlights burnt out.
