Ugh. That piston looks nasty!
To respond to your question, the cylinder and piston will be very close to each other (if everything is correct). For example, an XR200 will have a 63.42mm piston and 63.60mm cylinder, if everything is well worn. A new engine is much tighter. If you intend to bore out an engine and use a new piston, usually 0.5mm is removed.
