My guess is the little metal ferrule at the end...

My guess is the little metal ferrule at the end of the throttle cable is not seated all the way down into the nipple on top of the carb. Essentially causing your cable to be just slightly shorter.

Well now that is a problem. The wiring harnesses for anything China are almost universal fit. But you should be able to search Loncin 250 motorcycle wiring harness and get yourself a complete brand...
