air filter questions (real quick)

okay. i let my bike sit for a few moths while i was out of a job and couldn't afford a new front rim. lately, it's been real hard to start. electric start never works, and it takes me a good 20 mins...

easier starting
what do i have to do to make my bike start on first kick or first time i hit the electric start? i know adjust the carb, but where seems to be the best position for it? too much gas will flood it...
