It does have a side stand switch. No spark if the stand is down or the switch is malfunctioning. I would rule this out by disconnecting the switch at the side stand.

Welcome, and congratulations on the new bike. I have really enjoyed mine. If the front fork adjustments do anything it's hardly noticable. I noticed a heavier fork oil helped.

Yes, the engine in this model is a tu250x clone.

This bike was popular enough in EU countries that Haynes published a service manual specific to this model. It is Haynes #5750.

This is a great find! There is an oem rack available for this model from SSR, but the one you found looks much nicer. Like 2LZ mentioned, those handles were worthless.
