Help with Hawk 250 bike?

I’m new here and new to owning a bike in general. I have been trying to learn, and started off with buying this from a friend who bought this from Facebook. Right off the bat there were a lot of problems I needed to fix but I’m currently stumped on this problem. So, my electrical work stopped working about a month ago. I’m not sure why it stopped, but from posts I have seen on this forum said it could be the starter relay so I went and purchased a new one. I replaced it today, and nothing seems to have changed. When I turn my key my neutral light still doesn’t turn on, and my lights don’t work unless I kick start it. I did notice that a a wire is hanging off near the battery and I’m not fully sure where it’s supposed to hook up too. Could that be the problem or am I doing something wrong? I’m going to try to post some photos with this as well and hope someone here can help me.

Looks like the ground wire is broke. Crimp on a new eyelet and ground it to the engine.

That is the main ground for the bike. It bolts to the engine casing behind the starter - you can see it from the right side of the bike easily. If that isn't secured, your electrical system will work about as well as a brick floats. Definitely repair that as Jerry suggests, or make a new bigger ground cable, which is what I did.

I also noticed somebody removed the 10A fuse from the system too and it looks like they just soldered and heat shrank the wires together after cutting out the fuse holder. That is no bueno.

Hello Jerryhawk250 and Megadan, thank you for your responses and help with this! I really appreciate it and hope you guys could still help me just a bit more. Do you guys possibly have a photo of where the ground wire is supposed to be hooked up at? I don’t see the split you guys are talking about and I may just need a visual to help me see it since I’m still so new to this. Also, what is a 10A Fuse, and where does it go on the bike? I can order a replacement for it fast but I’ll need to buy the part as well.

Its usually attached to one of the starter mount bolts, but any where on the engine will be good. It's ground. The fuse holder is on the positive (Red) line coming from the battery.
